In many cases involving lethal terrorist attacks in the United States, the perpetrator had been investigated by the FBI prior to the attack, but not arrested due to lack of evidence. This was true in the case of Omar Mateen, the Orlando shooter, and has lead to criticism of the FBI. Peter Bergen argues that “the solution is not to give the FBI greater leeway in terrorism investigations, but it is to look for other common threads linking together domestic terrorists who were previously known to the FBI.” One of these common threads is that some the most successful attackers were able legally purchase lethal weapons.
